Michael will not get himself involved in the drug trade, in the novel after the deaths of both Tattaglia & Barzini he abolished the drug trade in NY, absorbed both the Tattaglia & Barzini families.
then plants a bomb under his car once Corleone let's his guard down... Or something. *Shrugs*.
Not gonna happen, Michael is one paranoid mofo, and if he uses his "legal resources" (law enforcement, politicians, unions etc), Walter would probably never see the light of day, Walter either gets jailed or gets killed by the Corleone button men.

Gus is nowhere near as powerful compared to the Corleones, read the novel for further explanation. they had politicians working for them in DC, strong influence inside the Pentagon, judges, senators congressmen are on their pockets, Gus gets smoked without him even realizing it.
