And if I recall correctly, he was only able to do it in Deadly Genesis, because the guy he was fighting (forgot his name) actually derived his powers from a link between him and all of his followers. Vulcan didn't necessarily "shut down his powers", he simply cut that link. I don't see how Vulcan could disable Stardust's powers.
I'm a huge Vulcan fan, but I think Stardust takes this.
Stardust will create a black hole, when she will see that Vulcan can control her energy (if he can).

Stardust takes this easily. There is a huge difference between a mutant with energy manipulation powers and a Herald of Galactus. When a being is remade into a Herald, they become one with the power cosmic and only high level beings with similar powers really have a chance at containing this power. Vulcan is neither powerful or fast enough to try and pull this off before he is killed.
