Vulcan should definitely win this battle. He is an energy manipulator of a very high order. Bastion may know how to adapt, but that will not help him as most of his attacks are energy-based, and his own body appears to run on energy. He even had to reboot himself after Nightcrawler teleported Hope Summers away in Second Coming.
I respect that you actually took the "why" part of my question and tried to answer it, other than everyone else who just says "Vulcan". Lol.
