Scenario a: random encounter. Both are armed but that's it. They know the other is gunning for them, and a name and likeness but nothing else. Takes place on opposite ends of Keystone City.

Scenario b: all out war with any and all resources

R1: I think Lex wins, unless Vril Dox gets his Sinestro Corps ring.

R2: With all resources, I see it going either way. Without prep, Vril Dox has his father's equipment, he can win with his Brainiac bots and tech. With prep in an all out war, Lex can win. And yes this arc has been overused, but Lex has become a Phantom Zone god with only a few months of prep. He doesn't need to go to those extremes to beat VD.
