Silver Surfer wins here. He's several tiers above Vision and outclasses him in practically every way.

I'd like to point out that they have already fought in the comics. It was Classic Vision, and he actually did well.

That's not to say that Vision wins, because he doesn't. I think he could give Norrin a little trouble before going down though.
