I think it explains his powers at the beginning of the game. He percepts reality into a view of a movie. This kind of power actually makes him even more awesome than Zoom, because he can fast forward, slow, stop and even rewind time in his field of vision which is also a big factor since Joe can perceive the environment he's in in 3rd person. That's just part of his "Movie Viewing" powers.
