Video Game Street Level tourney

As the title says this is a street level tourney with only Video Game characters. There will be 16 participants and each person uses two street level characters.

Basic Rules

1. Each person get two characters
2. Character has to be street level
3. Characters not from a video game franchise are not allowed e.g Batman from a Arkham Knight or Naruto from Ultimate Ninja
4. However character that are video game only despite being in a non video game franchise are allowed e.g StarKiller from Force Unleashed
5. No characters whose abilities depend on the player e.g Dragonborn or Xenoverse character.
6. No speed-stealing
7. No reality warping
8. No unkillable or characters. Or character that can only be beat by specific weapons
9. No toon force
10. Telepathy is allowed, but it's not allowed to take over, or shut someones mind down. It's only allowed to scan minds, imprint illusions, read movements, ect.
11. All canon material to the character is allowed such as comics.
12. Try to use a character that has enough source material and not the one boss from the the game you played on gameboy 10 years ago.

@emperorthanos: How exactly are we defining street level here?

Either way.. count me in for Talion and Celebrimbor from Shadow of Mordor. Specifically I'd like to use Talion as he is throughout the game, and Celebrimbor as he is with the One Ring from flashbacks.

But I`m not sure if I can join due to time and schedule however I wouldn`t mind a reserved spot.

A character that comes to mind is Ratchet & Clank (although they can be measured up to mid-tier).

@super_saiyan_devil: By the end of crack in time they have time manipulation and in every game other then 1 they have enough weapons to wipe any other street off the map

@emperorthanos: I would but the only video game characters I argue for are Smoke from Mortal Kombat, Kratos from god of war, Vegeta from the dbz franchise, and in the rare case Death from Darksiders 2. All of which are in some way shape or form dominant forces that can't be stopped by normal characters
