Venom symbiote is bonded to Batman and Bats has full control over it. He has access to all memories the symbiote has including all past experiences with Carnage. Bats can also create Batarangs in the same fashion as Venom creates webbing.
Carnage symbiote is in control of Bane and is bloodlusted. Bane is also using the venom serum that is currently being used in the New 52.
