@joygirl: It's been awhile since I seen Velocity, idk her top speed. But if Cy has data of Flash or something to work off of, he might cook something up

keep in mind I'm not a battle person at all

The problem is, with his data, Velocity and Flash don't function the same at all with their powers beyond just running fast. Her speeds are comparable to maybe Quicksilver, but nowhere near the Flash's top speeds. Flash can pull off a lot of reality breaking feats with the speed force, whereas Velocity is more limited, and fights differently due to it. She does have a healing factor though, and can form sharp protrusions from her arms and legs. She has only ever pushed maybe 10,000 mph, but she also hasn't tried going faster than that, so her upper limits are not known.

Velocity

Cyborg with his unrestricted data accessing abilities and boom tubes prep makes this a little one sided.

Plus consider he has fought speedsters and is on a team with a much faster speedster. Like much much faster. Plus as shown in his current run and recent Justice League comics Vic can scan things in extreme detail , meaning he further analyze Velocity for exploitable weaknesses.
