Pre-Majin I think Cell would win; there's some evidence points to that, like Vegeta making a big deal about turning Majin because Goku was stronger than Gohan at the time of fighting Cell and it was a gap he couldn't overcome; also Vegeta notes Gohan has regressed since fighting Cell yet he says he wants to show what how much stronger he got at the tournament.
Spite..... Gohan SSJ2 annihilated Cell and Vegita is even more powerful than Gohan so cell would be blasted and scattered to the winds
ss2 gohan plus 7 other guys shooting beams behind cell's back beat cell.
6 of those blasts cell didn't even feel and this was while Gohan's power was nearly split in half. On top of that Gohan was holding back up until right before Cell got distracted. Here Vegeta can use both his arms and is still more powerful than both Gohan and Cell.
@Cosmic_Falcon: Most likely yeah. However, I have almost no doubt that Vegeta was a little more powerful. I said stomped too soon and after I thought about it, edited it to say win.

vegeta admitted that his ss2 form was weaker than gohan of the cell saga, but he also admitted than gohan was weakened due to his lack of 4 year practice for HS. this means that the ss2 forms after the cell sage and during the 3rd world tournament was weaker. the strongest ss2 during the world tournament saga was majin vageta, but even majin vegeta would loose energy much faster than cell and cell has the instant trasmission.
super cell = majin vegeta power output + speed + regeneration + stealing more ambient energy from the area around
@Lance Bastro: I don't recall Vegeta ever admiting inferiority. The whole time Gohan fought Dabura all Vegeta did was talk about how much stronger he was than him. Majin Vegeta was evenly matched with SS2 Goku. Once again let me remind you that Cell was not stronger than SSJ2 Gohan and was barely stronger if at all with Gohan's power cut in half.

Gohan was exceptionally depowered due to his injury and his time fighting cell whereas cell was completely refreshed so obviously

I think ''Super' Perfect Cell would take pre Majin SSJ2 Vegeta though...Super Perfect Cell is rivals with SSJ2 kid Gohan, and pre Majin Vegeta is definitely weaker than kid Gohan.

Prove it, and after you prove that I would like you to prove that Regenerated cell> ssj2 Gohan after the time skip. And all those powers mean nothing when he was killed by Gohan.

prove it? he was ss1. are ss1 stronger than ss2? vegeta's 1st ss2 transformation was majin vegeta.
@Lance Bastro: I thought you meant after babadi. And you're assuming that Vegeta couldn't go ssj2 before that, but there is no evidence of that.
well the only evidence was when he was fighting goku both of them were commenting about ss2, but of course goku was hiding the fact that he can turn ss3. post babadi ss2 vegeta is stronger than cell (the vegeta that fought kid buu), but lacks other things like virtually unlimited stamina and instant tranmission.
