Who among these top tier DBZ fighters is actually the best martial artist?

Everybody as they appeared in the Buu Saga, ki attacks and special techniques are fair game, but power levels are equalized.

Round 2- Strictly H2H.

Equal power levels, I might give this to Piccolo, just because of his stretching limbs, and because he's always had a humble power level but amazing techniques.

Tien is the only martial artist here. Crane scholl ftw.

I'd give it to Piccolo.

He's like the only Z-fighter in the series who still actually matters once Goku becomes a Super Saiyan lol.

This isn't so much because he's sooooo powerful, but because he trains by himself constantly, and has so many powerful technique.

Tien is pretty good too.

Then again, Vegeta was a Saiyan prince, so I'm sure he received excellent training.

Either way, it's all speculation, and I speculate that Piccolo wins both rounds.

techniques I say Tien he did hold off cell who was far more powerful .

Honestly, technique stopped mattering in the DB universe around the 23rd Budokai. After that, it was all about who makes a bigger energy blast.

Piccolo's energy technique are the most powerful, add in the fact that he's the most versatile just in pure physical sense and it makes sense he wins. I believe Tien has the most versatile technique's in general, his energy blast aren't all that though, and his technique's aren't that useful against Piccolo's versatile body and regen. Vegeta i never remember ever being that skilled, or i don't remember him showing much skill. He seemed to train just to be faster, stronger, and more powerful than his enemies, with PL equalized he shouldn't have a single advantage.

Piccolo body in the first place give him tge most advantage, but the the better martial artist is Tien

Round 1- Piccolo due to healing factor.

Round 2- Tien. This guy is the best martial artist in the DBZ universe imo. The only reason he isn't higher tier is due to the fact that he is human.

Tien never picked up techniques outside his schools moves; Vegeta's are either rapid fire pew pews or massive energy waves with nothing special about them; Piccolo's however are far numerous and varied. He has eye beams, antenna beams (that can paralyze too), mouth beams, clothes beams, homing beams, explosive waves, shockwaves, stretch physicals, healingm, special beam cannon (at equal powerlevels its the strongest move here), Hellzone grenade.t

His limb and healing advantage should carry him through round 2 as well.

Vegeta after the Buu saga he put his pride behind him, so his martial arts skills and his superior strategy should lead him to a difficult win.

2. I felt Tien was always the best H2H guy in the Dbz universe IMO, so I'll go with him.
