I'll give it to Kinney til I see some speed feats for Walker. I can't really recall anything solid off the top of my head.

I am not exactly sure if this is a speed feat(maybe more of strength and fighting):

He also defeated spiderman twice.

I'd have to go with Walker. He kicked some ass with a missing leg after Siege and pre Siege he was nearly on Cap's level with fighting.. and was stronger and faster. At least he was back in the day when Cap was peak-human and Agent was super-human.

I've never seen anything to suggest Walker is on or near Cap's level of fighting, he has a lack of feats. I seem to recall his fight with Cap ending in stalemate but considering Agent is supposed to have a stat edge over Steve, if he had near his fighting ability he should have beaten him. But it's been awhile and I'm just throwing it out there.
