Ikkaku can kick his @$$. No matter how much I adore Uryu Ishida. There's no way that he can beat Ikkaku's bankai. Especially since Ikkaku's bankai is almost equal to Kenpachi's power. Ikkaku has the potential to become Captain of the 11th squad. He has the endurance, strength, and speed that exceeds many. Besides Uryu has never even defeated one of the Captains.

He did not defeat Mayuri. Because Mayuri liquidfied himself because he could no longer fight. Ishida technically never defeated him. He's fought with him, but he never destroyed him. Unlike Ikkaku who has the potential to kill a Captain - but has refused.

Ishida lacks stamina. He can shoot 1000 arows, sure. Will he hit Ikkaku? Ikkaku is one of the more skilled Shinegami in the Bleachverse. Ishida will shoot 1000 arrows, get tired, and proceed to be killed. To tell the truth, I don't even think Ikkaku needs a Bankai.
Uryu can take Ikkaku. His abilities play to Ikkaku's (many) weaknesses, he's too level-headed to be phased by Ikkaku's crazy act, and he doesn't have the idiotic "hold back so the fight is fun" ethos that infects the 11th Division. Uryu is like a surgeon; he chooses the proper tool from his arsenal to defeat his opponent as quickly and efficiently as possible.

Against regular Ikkaku, Ishida will only have a slight speed advantage in short distance movement via Hirenkyaku. However, that does not help him "run away", it only helps him dodge. Furthermore, he cannot attack while in Hirenkyaku. Ikkau has the speed, skill, and durability to reach Ishida, and once he does, Ishida will be done.
Against Bankai Ikkaku, Ishida will move a lot slower than Ikkaku. He cannot use his Hirenkyaku because it depends on the stability of spirit particles. The sheer power and damage Ikkaku's Bankai causes will not allow Ishida to summon his bow or use Hirenkyaku.
uryu will not get tired after 1000 arrows. By the way its 1200 arrows PER SECOND. When fighting against an arrancar he shot a stream of 1200 arrows consecutively without getting tired, not to mention he is faster and has quincy weapons that absorb reitsu
Yes. With madarame's slow speed, he's not catching up with uryu before he wears him out, kills him with arrows and then stitches the wounds with his needle skills.
