Thinking about this one right now. Been a while since I've watched Ben 10 so trying to figure out what Upgrade would be capable of in this fight.
Ok, for now, tentatively I'm going to say team wins based on: "Upgrade can reconfigure technology to suit for any situation, like transform the Rust Bucket into a battle armor with an arsenal of heavy plasma weapons. Occasionally he can merge with organic beings, as long as there is machinery integrated within them."

While I'm not sure exactly how they would defeat Hal Jordan, it does say "for any situation" so maybe they just upgrade a piece of technology that drains his ring or something.
I'd say Lantern due to his seemingly greater speed, don't know how quickly Cyborg or Upgrade can react in all honesty.
I may be wrong, but as far as I know Hal Jordan doesn't have super fast reaction, just ftl travel speeds. That being said, technically the Green Lantern Ring is a form of Technology and Upgrade can take over any technology....I think it could be an interesting fight but not sure how it would play out to be honest.
