Sinestro. If Ultron doesn't have any outside help from his army of Ultrons, Sinestro would just slice through him like a chainsaw through candle wax.

Sinestro should take this.

Ultron, in Annihilation Conquest he was able to regenerate himself from electron after being hit with a supernova, Sinestro has no way of putting him down permanently.

Is Ultron still made of adamantium these days? Most versions of him have been, which would make harming him nigh impossible for Sinestro. Lanterns are also week to mind control, which is something Ultron can do more than a little handily.
