Phalanx can control living beings thanks to their level of technology. They are technology. And Ultron took control over them. Cyborg was currently controlled.
Ultron was able to win with Thor, so he can win with any of his enemies here.

If they would try to take him to the sun, he would just punch them while traveling and he still can jump into other tech body.
remember ultron could destroy the indestructerble element that was vibranium which the mighty thor couldn't destroy. so i therefore say JLA stands no chance against him. in addition his amore is made from vibranium which absorbs shocks and vibrations. his body is programmed to automatically repair immediately it is destroyed. even the mighty thor couldnt stand a chance against him.
Superman might not be able to damage solid adamantium, but he doesn't have to.
He could liquify the adamantium with his heat vision, and even though cured adamantium always retains its shape (even in liquid form), the heat would damage Ultron's internal components.
