Admittedly I don't know a ton about HE, but from the role he played in Annihilation Conquest I believe he should win in most cases.

High Evolutionary's powers fluctuate wildly depending on who's writing him.

I may be wrong but I think he's fused w/ Hank Pym at the moment and I think his putter shell is made of Adamantium. IMO Ultron takes this handily.

Evolutionary should win in the random encounter. He's strong enough to deal with him like he did with Galactus and so fourth.

Prep, of course, is a factor in which both characters are quite strong within, so it's a toss up in that regard. It really depends on knowledge, as well as accessibility of resources.

Old post but this is true. HE has little fights and the fights he has went from him impressing Galactus to him jobbing against herald level characters like hyperion. Its really hard to gauge his powers but seeing how Ultron already punked him in AQ Id give it to Ultron for being consistently stronger than him

Ultron seems more consistent to me.
