Gotta go with Joker. He's, well...no joke xD but really he is Batman's number one enemy for a reason. He's psychotic and brilliant in a "watch the world burn" kind of way that is quite effective.
Joker round one, i feel like in a standard he carries more equipment, but round two harvey, probablt has betrer hand to hand feats
