Hawkeye wins if they start at a distance. More/better trick arrows and better aim. Ollie doesn't have anything that comes close to tagging Iron Man level fliers from a distance without looking or slotting a USB arrow into a USB port from a distance.

If its a shooting match you can argue either way. Hawkeye has better (read:more fictional) accuracy feats, but Arrow has way better reaction feats.

In close quarters Arrow pretty much stomps.
