I don't really know what calibre of duelist Windu was by TPM, other than that he held off a bloodlusted yet highly inexperienced version of Quinlan Vos, and IIRC it was around this time he sparred evenly with Saesee Tiin, who is featless outside of that encounter.
Although I believe some of Windu's "second only to Yoda, equal to Dooku" quotes apply to his pre-TPM self, so that should reasonably put him above Kenobi. It's likely to be a hard, prolonged fight, though.

I'm sure there was another which stated that within the Jedi Order, only Dooku and Yoda could match Windu and visa versa. Referring to when Dooku was still with the Jedi, which would be TPM and prior.

It's not, I agree.
It doesn't necessarily put him ahead objectively, but in my mind it could. I personally don't think there's enough detail on how skilled TPM Dooku and Windu are to cast judgement.

Eh, this is actually pretty tough. It really depends on how much stronger we think Mace is in ROTS as opposed to TPM.
