Possibly Tornado. So far she's effortlessly caught a city busting blast, casually one shotted Genos and pretty much lolstomped everybody else she's gone against including the leader of the human hunter group who she completely toyed with. Despite having received heavy injuries and having her powers almost completely sapped, she was able to temporarily hold Garou who was in the middle of one shotting all of the S-class heroes simultaneously. She's also considered the most powerful hero in OPM and Mob Psycho 100(One's other web comic/manga).
