Do you mean start building their respective gadgets from scratch? If that is the case then it would go to Batman because he wouldn't need as much time before he could take the fight to Iron Man who wouldn't be close to being finished.
If it is simply a battle to see who can build the better objects from scratch, then it is easily Iron Man. If the battle is to build the object, take it to the other person and use it, it would be Batman because he would finish before Iron Man would.
