Bane wins. With two weeks preps he can gather more than enough equipment to take tombstone down. TS isn't that smart at all. Bane is a genius. Bane will be loaded with gases, freeze bomb, flash bangs, rocket launchers, nets, whatever the heck he could get in two weeks which is a lot. It doesn't have to be comic weapons like fear toxin.
Bane is a genius. He modified his equipment so that it can create Venom out of the molecules in the air, making sure that he will never run out. In two weeks he could potentially modify numerous drugs, such as Venom. He could arrive at the fight on even physical ground with Tombstone.
On a less science fiction note, he could simply arrive with a canister of liquid nitrogen, or a fire extinguisher (which would suffocate him if sprayed directly in his face for long enough), or electrocute him with building power lines, or something else equally clever and real world tech oriented.
With the prep time maybe Bane could make up a strategy how to take down Tombstone because even with venom i don't think Bane can take on Tombstone in a close combat.
