I wonder Mirage feats count since they were bought out by IDW, and reprinted through them in color.

Anyway Mirage ones would own Heretic.

New ones migh as well but Morals on is a problem for them.

Don't know much about the Turtles morals but to be honest I would be surprised if they couldn't beat Heretic. He is vulnerable to stabbing damage and the only reason batman struggled was because he couldn't put heretic down (partially due to morals I guess). Assuming the turtles are willing to kill Leo should be able to solo I imagine.
