Lucifer stomps easily. Reality bomb would tickle him. Heart of the TARDIS power is hard to place feats on, so I don't count that. Even if it does, it would merely put him at equal power with Lucifer (assuming the pinnacle), so then it'd turn into a battle of wits, which I personally would find interesting...

Other than that, pretty much the ONLY way he wouldn't win is if he gets absolutely no prep AND the Doctor Who team get Michael Demiurgos on their side. Lucifer is pretty much the ultimate combination of power and smarts.

Lucifer Morningstar, the spite is strong in this thread.

That in itself is pure speculation. Does the Doctor have any feats with it?

But anyways both the Timelords and Daleks would need 1 billion years of prep to beat Lucifer and even then I still don't think they would.

The only way I can see them winning is if they are alowed to use The Quantum Archangel or as ComicStooge said if if they are alowed to have Michael Demiurgos on there team.

Without them both the Timelords and Daleks are doomed.
