In an all out war across time and space, who wins

Rules

- Daleks are allowed the reality bomb

- Anit-spirals are not allowed to grow bigger then the galaxy, they are allowed to grow solar system sized if they are having troubles

- both sides are allowed time/universe travel

- Takes place in a neutral universe, which is populated

I know nothing about the other team but is there anything stopping the Daleks from activating the reality bomb straight away?
