I was a little old for Street Sharks when it came out, though I do remember the toy commercials. I have no idea how the fight would turn out, I vaguely remember watching Monster Rancher a few times, but I can't remember much of it.

Tiger, he's faster and his ice and electricity attacks give him the advantage. That is if I'm remembering him right, haven't watched monster rancher since it was originally broadcast.

You are indeed remembering Tiger correctly. Super blitz speed, lightning blasts out of his horns and ice blasts out of his breath.
