... You actually think that Frieza = Cell Games Cell? That is so wrong on so many levels...
Why than, after years of training was Goku unable to beat Cell? Why did it take Gohan going SSj2 to beat Cell, when he is flat out stronger than Goku, who beat Frieza? Why is it that Vegeta, after achieving Super Saiyan and being quoted as stronger than Goku, couldn't beat an android who couldn't keep up with second form Cell? How did Trunks godstomp Frieza and Cold, when he couldn't beat weaker versions of the androids?
I cut people a lot of slack on how strong DBZ people are because the series is inconsistent, but this is flat out idiocy.

Tien was upgraded during the Frieza Saga where he went under King Kai's training. He may be a great fighter (and one of my favorite characters), but he's nowhere near as powerful as Frieza. However, I do feel his energy attacks, specifically the Tri-Beam, can definitely hold Frieza back if he was caught in it (refer to this instant happening with Cell). And Tien does know Destructo Disc, so that is an option, too. If he could utilize both simultaneously, there's a chance he'd win.
Tien. That one feat in the Cell saga is enough to convince me that he has the power to defeat Frieza, Cell had already absorbed android 17 when he was being severely injured and continuously brought down by the Tri-Beam. 17 is roughly or equal to 18's power who has defeated super saiyan Vegeta, given Vegeta in that form wouldn't have a problem with Frieza, in addition to Cells already high first form level. Several Tri-Beams would do alot more to Frieza than it did Cell in second form, to the point he's distinguished.

Power levels are irrelevant so can we stop using them? Anyway Tien would probably lose. He wasn't that impressive in Cell Saga and the best thing he did in the Buu saga was dodge the human extinction attack. Frieza should win just on all around better showings.
lol, you people for Tien think that Freiza is just going to stand there while Tien collects the energy to initiate the Tri-Beam?
Before the words, "Tri.... BEAM!" is uttered, Frieza is already behind Tien.
