This is Thor vs Silver Surfer both going all out. They are NOT in character. They are fighting and using all their abilities the way YOU would have them fight. The way they have fought in the past means nothing. If you were controlling them, using all their powers and abilites, who would win? No BFR. Fight on earth.

Surfer!! so much untainted potential lies within that silver being.This. Dedicating all the power cosmic to destorying Thor can occur withing 1/10000 of a second. There are many possibilities:
1) Distrupt Thors brain synapse.
2) Make Thor feel suicidal.
3) Syphon energy from the hammer.
4) Make Thor excrete his entire body weight.
5) Blast off his limbs.
6) Fly Thor into the core of a neutron star.
That being said, Thor has one very powerful tool...the god blast.

I don't. In their fights it seems as if Thor has the upper hand. I guess SS is holding back ALOT.

Surfer has recently been powered up by Galactus to defend this world seed thingy, and he stalemated Thor several times.
Thor has so many abilities he could use that its ridiculous. So does Surfer though so this is interesting. I'm leaning toward Thor just because he has shown that his hammer can absorb the Power Cosmic in the past so I don't see why he couldn't just drain Surfer.

Your definition is incorrect. Out of character does not mean developing powers you don't have. Out of character is like when Emma Frost took over Iceman and had him doing things that he normally wouldn't do. Or Batman using a gun.

But don't you mean morals off so they don't have to limit themselves. I mean, "In-Character" they have all the power they have stashed into their potential. Even when Emma possessed Iceman, she basically used Iceman's built-in-character traits to unlock potential he hasn't thought of yet, but it was still Iceman's own. "Batman using a gun" fits in more into that definition, because he can perfectly use it, but decides not too, hence what I mean, morals of limiting themselves. Therefore, morals off to go full potential so that all abilities can be used.

morals off means: willing to kill.
Out of character: fighting in ways you normally don't. Out of character means Cyclops using wide beam attacks. or Juggs using magic or Silver Surfer using TP attacks. powers they all have but rarely use. you can be out of character without being willing to kill.
Lets try and see what has happened between Thor vs Surfer battle in the past of which i can remember 4 including cannon and non cannon fights.
The Mighty Thor (Volume 4, issue 4-5)
Silver Surfer (Volume 2 Issue 86) this is a part of Thor: Blood and Thunder story arc where Thor rather convincingly beats both BRB and Surfer together.
What If (Volume 2 Issue 41) In this issue Silver Surfer uses his power cosmic to hold Thor's hammer in space , Thor turns back to Don Blake thanks to 60 second rule. The 60 second rule no longer applies to Thor but if silver surfer can use this to cut off Thor from his hammer, its a massive help in a battle.
What If (Volume 2 Issue 70) - This is very iffy because Thor fight silver surfer and gets killed because of the energy backslash thanks to galactus devouring earth while Surfer is unharmed
Silver Surfer , out of character should win a solid majority against Thor because Thor has little answer to few of his abilities.
The first one of course is Speed. Silver surfer has shown nanosecond reaction in two seperate occasions
Nanosecond reaction time - occasion 1 (sorry dont know the issue number)
Nanosecond reaction time 2 (Silver Surfer Volume 3, 143)
Silver Surfer also showed he can move and react faster than 3 times the speed of light. (Guarding of the Galaxy 60)
Silver Surfer also has a very powerful molecular manipulation, and shown molecular manipulation on planetary level twice.
Molecular Manipulation on Planetary level 1 (Silver Surfer Volume 3 Issue 104)
Molecular Manipulation on Planetary level 2 (Silver Surfer Volume 4 Issue 13)
Silver Surfer could also trap Thor in his board, just the way he did to Legacy (Silver Surfer Volume 3 , Issue 122) and Jack Of Hearts (sorry i seem to be missing scans from Jack of Hearts)
So in short silver surfer is faster and lot more versatile than Thor and as such in a morals of encounter Silver Surfer would probably beat thor every time.
Out of character and Surfer actually uses his abilities with some logic, he wins every time.
He could just transmute Thor into stone.
