Althouth Mjornir is immensly powerful in Thor's hands, the Surfer would win due to his range of powers and their level.
Well in the Blood and Thunder Arc when Thor gets mind controlled, goes crazy and tries to destroy the Universe he actually beats the Surfer. I think the exact issue is Silver Surfer Vol. 3 #86.

In the Blood and Thunder arc, Thor has the friggen POWER GEM... that may have had something to do with it.
I think it would depend on the terrain... if the fight takes place on Earth or some similar planetoid Thor wins, out in space... Surfer wins.

Well Thor is proving to be match for Surfer more and more even today Able to hurt even galactus physically the so call all powerful
Thor any day. SS has never won against Thor. SS is not much of a fighter. He comes from a planet of pacifists.

Why? Thor seems to be doing alright thus far in his ongoing ... and has done just fine in the past. Galactus is 'backing' Surfer up everybit as much as Odin may (or may not) be backing Thor up. Surfer is not out of Thor's reach. Will he win a majority? I tend to think not ... But issue # 5 should really tell the tale as they are set to finish what they started in issue #4 (wherein Thor hits Surfer so hard he goes crashing into Mars and admits that the blow hurt him ... Thor says he barely felt it).

Really now, he's Marvel's creation. They can 'push' him the way they see fit. If Marvel feels Thor is a match for Silver Surfer, then he is. They have been matched up numerous times in the past with Thor gaining the upperhand. Thor is in Surfer's league when utilizing his full potential. Earthbound Thor has always been toned down. But when he's off adventuring, travelling the highways and byways of space, Thor's power increases exponentially. I believe it's been written on a few occasions that Asgardians are affected by Earth and lose a portion of their 'godhood' when earthbound.

The only times Thor has beaten Surfer ALL happened during Blood and Thunder, where Thor's "Pseudo-Warrior's Madness" had him operating well above his normal levels.
Every other fight was more or less a stalemate.
The extent of what Surfer has "thrown" at Thor throughout all of their fight's amounts to handful of cosmic bolts and some board strikes, hardly Surfer's best.
