Skaar using the Old Power to amp himself gives him the win here. Also, with the Old Power he has regenerated from being blow to rubble by Hiro Kala. He has Hulk-style regeneration + Old Power regeneration. He is also capable of BFRing Thor with the Old Power.

Thor easily. He still has weather control and Gaia powers and a kickass black uru arm.

Physically Skaar has him outclassed i presume. But I don't know his whole powerset. What if Thor kept on repeatedly frying him with lightning while levitating in the sky using wind? (Thor has weather control without the hammer)
