Spectre wins hands down. He could snuff out Capt Universe in an instant.

Keep in mind the Uni-Power is one of the major forces in the Universe and Part of the cosmic Balance. Its power is limitless could the Spectre beat,yes but stuff it out like that, I doubt it.

No being possessing the Uni-Power has ever come even remotely close to the power that an even severely weakened Spectre wields...

I don't believe the Uni-Power would grant Galactus something he does not possess anyway. (I'm a spoilsport, I know :P )

I was fairly certain a Spectre related thread wouldn't escape your eye, by the way.
