The Silver Surfer vs The Flash (wally west)?

Surfer should win, and I think this has been done before. 

Flash should win due to Speed Steal Flash just nees to steal a little to give him a totally unfair speed advantage and just win by beating up Surfer with his fist he would not need to steal all of it

SS wins, Flash might give him a go but SS has just too many advantages

Idk..its been done b4 btw...i think SS can pull off a win, even if flash steals his speed he will go intangible and mind rape him or other stuff...
