If you mean the most powerful incarnation of the Hulk the answer is Green Scar (WWH) but if it is another spearate being also known as Hulk it would be Rulk (Red Hulk).
Rulk has matched Green Hulk's strength and exceeded it a few times already. I think Rulk is generaly stronger but the green hulk has potential to be more powerfule if he is angered enough.
WWH Hulk is the strongest incarnation by far. At the end of the story the dude couldnt even take a step without bringing NYC to rubble.

Blue Hulk, is Hulk, with uni power. Imagine the Hulk's normal attributes, only just multiplied by fifty (50).And I think his powers included flight, as well.
