That's from Black Celestial Arc. In that story, Galactus was in the process of devouring the omniverse. Mandrakk isn't leagues above that Galactus. Scathan solos.
It depends on the number of Celestials and their actual roster. Host of Celestials alongside with current Dreaming One and Scathan from GOTG arc would probably win.
