@betatesthighlander1: The Monitor was severely weak at that state. That is why I gave Monitor the power of the multiverse in this battle. COIE Anti Monitor had much more power backing than Spectre. Anti Monitor had the power of an infinite amount of universe, plus the power of all the remaining heroes of the remaining universes. Spectre was backed by like 8 or 9 magical beings that only two of them (Phantom Stranger and Thunderbolt) can be considered universal, and yet Spectre still depowered Anti-Monitor,banished him back to the Anti Matter universe, merged all the infinite universes that were created after Krona's experiment into a more powerful universe that was called the New Earth DC universe and Spectre was not even trying to kill the Anti Monitor, because if he killed him, all the heroes, whose powers were drained and added to himself by the Anti Monitor, would die. Failing to kill the Anti Monitor was one of the reasons why the Presence depowered Spectre.
@rolldestroyer: Hal Jordan was relatively new to the power of the Spectre when Emperor Joker owned him. Not to mention Hal's hesitance to utilize the power of the Spectre after the damaged he caused as Parallax. Read the fourth volume of the Spectre. Besides, Spectre depowered Mr Mxyzptlk off-screen in ''Day of Vengeance'' and easily owned Thunderbolt (who was later retconned to be a djinn from 5th dimension) in JSA's tie in to the ''Day of Vengeance''.
@kingofash: Anti Monitor is not soloing. The Monitor with the power of the multiverse was able to stalemate him.
Anti Monitor and Emperor Joker for the win...
Emperor Joker was able to gain control of The Spectre in that arc... and COIE Anti Monitor is more powerful than The Spectre.

that' true, but Joker wasn't at his full potential either. The whole point of the EJ arc was that Joker hasn't reached his peak power, and if he does, then everything is screwed. Even in the instance we're talking about (when joker gains control of the spectre), the spectre says that not only is 1 universe at risk, but everything that ever was, is or will be, if Joker reaches his full potential.
Besides, Spectre depowered Mr Mxyzptlk off-screen in ''Day of Vengeance''
that was actually shown in adventures of superman #646. On the other hand, we also have another 5 D imp imprison the spectre in Morrisin's JLA Crisis times five. In any case, Joker, without even reaching his full potential, was able to destroy and recreate the universe like nothing. And iirc, it was stated that destroying the universe for him, is like pulling his socks off, or something like that.....keep in mind that all this was when joker didn't have full control, the spectre (regardless of the host) hasn't shown to be capable of such things.
Also, when Spectre was fighting the AM at the dawn of time, he was - among others - empowered by a fifth dimensional imp, and was still unable to completely defeat AM (who was at his peak)
