The Master vs Dr. Doom (rules)

Alright. I recently saw an episode of Doctor Who, and I felt like making a thread with the Master in it.
 
* Dr. Doom does not have mystical abilities unless stated otherwise.
 
Location: Midtown Manhattan (there are civilians; authorities won't get involved)

Rounds:
 
1. Random encounter.
2. The Master gets a month of prep - Doom does not.
3. Doom gets a month of prep - the Master does not.
4. They both get a month of prep/
5. Random encounter #2: Doom gets his magic here.
 
For those that don't know:
 
The Master has great intellect putting him on par with the Doctor.
Time Lords have greater stamina due to their two hearts.
When the Master returned, he had the following abilities:
 
Energy (possibly electrical) discharge from hands or feet. Can be used as an offensive attack or as a very powerful leap across a long area.
Mild flight (from the energy discharge)
Some speed (is capable of, literally, eating a human and reducing them to bones in under a minute).
 
Weakness: body is dying, and needs to eat constantly.

Round 1 goes to Doom, I think the Doctor could just beat Doom in a random encounter but since he always beats the master Doom takes this battle
Round 2 to the master but hard fought
Round 3 & 5 both Doom in a staughter stomp
Round 4 Doom convincingly in the ens but not a stomp

Interesting.
 
I think the Doctor beats the Master because of two things:
 
1. They're childhood friends. The Doctor knows the Master very well (however, this works both ways)
2. The Master is too focused on conquest. He's overconfident, and this can be used as a weakness. 
 
But, as you said, the Doctor is smarter. This is true. I'm just making a case, that's all.
 
Also, your thoughts on the Master's powers?
