In a corporate building office. Like the one where Daredevil fights Kingpin in the movie. Their usual morals apply. Or,for Cap anyways. The Joker doesn't really have any...

Captain America man, he can go 1-1 with Batman (no fan bias, just logic).
 
Without gadgets, fighting naked he takes Wayne out (only because of SS formula of course).

I'd say Joker. While Cap is a MUCH better fighter, Joker is unpredictable. Batman knows Joker, but Cap doesn't. He wouldn't know what to expect.

Without that shield, Joker would kill Cap.  He's damn near perfect with a gun. 
 
Problem is, Cap blocks machinegun fire with that shield just fine.

Even without the Shield Cap would pummel the Joker. He is not just capable of blocking and deflecting machine gun fire. Be he also routinely dodges and avoids gunfire.
 
Oh and this has been done, several times.

So the Joker is shooting a bunch of mooks. People who are no where near Caps level physically or people who are no where near as trained.

When the Joker shoots, he hits exactly where he means to.  He's like Bullseye with a gun.  Batman is the only exception.
 
Cap can block a shot but he's not gonna get out of the way.

No, just everything with Captain America in it. 
 
If you really felt the need to revisit Joker vs Cap, you could have bumped an old thread, though with the "similar thread" feature gone and the search feature horribly broken, nobody can really blame you for posting something that had been posted before.
 
But blame you for posting a battle that wasn't particularly close?  Yeah, we can do that.  ;)

IF you actually took the time to read the rules for the site. They do ask you to not make double posts of thread that already exist. Which is exactly what you did.
 
The search function worked just fine for me when I quickly tracked down two threads of this exact fight. Both were even on the first page when you type in Captain America vs Joker in the search function.
