Batgirl in both. The Hateocracy just surrendered to some cops, and the only reason they beat Bushido Brown was lucky gadget use.
Ok, Then What about with tom possessed by stinkmeaner and Bushido Brown?
Not sure. Bushido was basically powered by the blaxploitation force. He could potentially tip the fight in their favor depending on how well Batgirl uses her gadgets to tie them up in round 2.
I doubt they'd win round one though. With morals off, Batgirl could kill them pretty quick.

I don't know, She seemed sort of rusty In the first few Issues of batgirl I read
She supposdly is the sole practitioner of a long dead style. Becoming so after killing the person who taught her. And she beat Huey easily. Hell HF held his own against everyone else and even got in hits. We only hear most of the fight, but from what was shown..she obliterated Huey. She in my opinion was the strongest fighter on the show, but died by her own hand. She could probably solo Barbara.
