That he is, and i am glad i spelled his name correctly, but Girder should actually be the correct answer to who is the "strongest" of the rogues right (thats what the OP asked), after all he's the only class 100 guy on the rogue gallary anyways. Not the most powerful, but physically the strongest.

Really? class 100? I don't remember him being strong at all? in fact, When he was with Blacksmith, one of magenta's jobs was to hold and strengthen girder :/ and in Salvation Run, a dirt octopus was able to throw him about like a ragdoll into a hole. albiet, being a horrible series.

I am surprised he should be. Over 5000 punches from Flash (Wally West) couldnt even slow him down during Flash- Iron Heights and he was ripping apart the place like it was nothing.

Now throwing him like a rag doll shows he doesnt weight too much, was he KOed or anything?

Yes. Or rather, he came pretty close to it. He was scared out of his mind. Heatwave's exact words: "He's (Girder) blubbering like a scared baby down there (there being a small pit which he was dragged down). Before being dragged down, he was screaming about something grabbing him, and afterwards, he screamed like a girl when Weather Wizard shocked him with lightning.
