The Flash vs All The Crime On Earth

The Flash (Pre-52) must stop all the crime occuring currently at the moment in a matter of five seconds. Excluding in crime happening in the sky, or any other place inaccessible to him, can the Flash stop every crime being commited around the world within five seconds? -EDIT- Forgot a detail, he knows where each crime is being commited, it's just a matter os stopping all of them.

Either way probably not as, chances are, there's a lot of supervillains that he'd need a little time taking care of if he's in character and not willing to kill.

Makes me wonder why he doesn't take, I dunno, 20 seconds per hour to lock everything down.

he can do it. and if it is a moral-off Flash, he can do it without knowing all the crimes, he will figure them in the futur and change them in the past in those 5 seconds.

To an entire city. But IMO he could probably do it on the whole planet. He'd just be a bigger blur then he was in Kingdom Come.
