Hmm. The problem with Mad Jim Jaspers is he needed his own, personal plot device to defeat him. I don't really think there's anyone under the LT that can stop him once he gets going.

I thought the Doctors power was tied to the planet earth, so he could use amazing reality warping powers, even recreating the universe. But that would make an impact on the planet. So, he doesn't use his full potential. Or something like that...

Mad Jim doesn't have this problem so i would go for him as the winner.
