Habib has all the knowledge and experience of every Doctor before him and experiences the world in ways beyond what the normal senses allow. Additionally, anything The Doctor comes up with can simply be hand-waved away since Habib can simply alter reality. And Dr. Who isn't the only one that can travel through time or bring himself back from the dead.
His feats should be PIS but they are constant thus the guy really is just impossibly clever. He'll take a tooth pick and make it into some weapon capable of soloing the entire Wildstorm-verse. Dr Who is ridiculous.
Just want to point out that the Thirteenth Doctor's era revealed that the Doctor is the Timeless Child. He can regenerate infinitely and has an unlimited amount of regenerative energy, which he can tap into at will to replicate feats like the Eleventh Doctor destroying Dalek saucers or the Tenth and Twelfth Doctor ravaging the inside of the TARDIS during their regenerations. He can also use said energy to casually heal whatever injuries he gets. He's now basically completely immortal.
they are pretty much the same only one has reality altering powers and the other dont the DR from wildstorm is a huge knockoff of DR who but given crazy power along with his knowledge
