Location - Times Square, NYC. There are no normal people alive in the area. He will start in view two city blocks away on a straight street from all opponents in each round.
He will have one day of prep for each round and starts off fresh. His enemies in each round have no prep, just the time they see him from two blocks away.
Tallahassee has the same equipment for all rounds unless otherwise stated, he is also blood lusted. Equipment is as follows.

Tallahassee vs. Punisher (War zone film). Frank has two AK-47's, two clips each, 9mm handgun and brass knuckles. Tallah does not have the Humvee for this round
Round Six:
Tallahassee vs The Dark Knight (Batman film). Batman has his motorcycle and standard equipment in his utility belt
Round seven:
Tallahassee vs. Captain America (Film). Cap only has his shield and bike
Round eight:
Tallahassee vs. One T-800 (Terminator). the T-800 is unarmed
