No, no, no.

Surtur beats the 2 kings and likely beats his near equal Ymir too.
the fire demon is above the Odin and Zeus.

Current Zeus is possibly more powerful than current Odin due to the conspiracy that since the OF is in or used to repair Thor's hammer, then Odin is weaker or something.

  If  by "peak", you mean twilight sword. That means Odin has his Armor and Odin sword.

Surtur is above Odin. To take down Surtur it took Odin, Thor Girl's Deignate power and Thor attacks. And T. Sword is the only weapon that can banish Ymir. So Surtur ftw.

Surtur has made it kind of his thing to kill gods, but both him and Ymir might be weakened in each others presence.

That is the first. Second is that Odin needed Thor's help. Third is that almost for sure Surtur didn't have TS with him (he shouldn't and IMO he couldn't have it). Fourth is it was OF Thor and OF probably comes from Ydgrasill itself more than just from people themselves.
