With a sword. We are assuming that is actually below his peak because he needs a sword to do such a high end feat. She was in a state that she considered weak when she destroyed the star system and didn't mean to it was collateral damage, Phoenixes with less power than her have destroyed galaxies. If going by them being at their peak, then she has no upper limited as her power continued to grow with each use.

This is Necrom trying to take all of the portion of the Phoenix Rachel has, she force feeds him her full power, he explodes and as a result so does a galaxy and it is fact that Rachel was never as powerful a Phoenix as Jean.
