I honestly don't know enough bout DC Surtur, so going purely on showings and feats, will have to go Marvel version as he's been around alot longer and has more feats! (to my knowledge, which may be tested anytime soon :-)
The Problem here is what power level was the Spectre at when he went into this battle... cause I mean everyone from Wonder Woman to Black Adam has made a fool of Spectre when he wasnt near full power
