No he isn't. No one besides TOAA and Overmonitor is above PR Beyonder. All Supermen versions at once would die in blink of an eye.

@czarny_samael I am sure PR Beyonder is more powerfull then anybody in DC universe. Even Over-Monitor cant beat him IMO.

OVermonitor can, because he is DC's TOAA. PR Beyonder was second/third (HotU) in Marvel rankings, so he can't take prime being from DC.

He could, but chances are that he does the same as TOAA and doesn't give a damn about it, the guy lets the Anti-monitor and all the other monitors and Parallax (and probably more but I'm too lazy to search for it) to mess around with the multiverse without interfering.
