I don't know Sunboy too well but I would assume he's as immune to HT's flames as HT is to his.

Most of the Legion is at least decent in HTH as Karate Kid gives them lessons.  I'd imagine Sun Boy would win if it comes down to HTH, which is seems like it would.

Human Torch can fly at Supersonic speed and can project heat on supernova levels. This makes him faster and more powerful than Sun boy. However, Sun boy would still win as he can absorb heat effortlessly whereas it is mentally straining for the Human Torch to absorb heat that he isn't producing.

Sun boy would just absorb Human torches blasts and return more firepower or faster attacks than HT can absorb enough of to not get affected. Even if somehow Human torch wouldn't be affected by Sun boy's attacks they'd be flying around in the air and eventually Dirk would knock Johnny into a body of water and then melt his face off. (Johnny Storm doesn't have his powers when wet.)
