well, in his universe ryu defeated vigoor who was at the beginning of the universe and even managed to devour gurdu (the creator of the universe) he was also the origin of all evil, that said that should be considered PIS, but the thing is he defeats very powerful beings quite often, like Vazdah for example (the archfiend), he pretty much defeats the greater fiends quite easily even in the underworld (where their power is absolute). so i can't give you a clear answer on who can he beat since he's high tier street level character who defeats much much more powerful beings than himself.
